COURTS HALTS CARTEL FROM MILKING BLANTYRE WATER BOARD

Blantyre Water Board (BWB) Board Chairperson Stanley Chirwa and a group of his close associates orchestrated a failed legal campaign aimed at implicating suspended senior executives over the controversial procurement of the Nguludi water bottling plant.

Chirwa and his alleged associates enlisted Wavisanga Silungwe of Road Engineering and Construction Limited to challenge the procurement process in court, accusing the suspended executive management team of fraud and irregularities in the awarding of the contract.

In what critics describe as a calculated effort to build a case against officials perceived as obstacles to Chirwa’s agenda.

The ultimate objective was to secure a court ruling that could justify the dismissal of senior managers who were allegedly not aligned with Chirwa’s camp, thereby creating room for his cartel .

Had Wavisanga Silungwe succeeded in yhe court case,the syndicate of Stanley Chirwa, Mavuto Chimtengo, Andrew Masiye, Owen Tanga,Chrissy Masowa andOwen Maloni should have shared the free money and thanks to our courts who did a wonderful job

However, the alleged strategy suffered a major setback when the Commercial Court ruled in favour of the Blantyre Water Board and the suspended directors, dismissing Silungwe’s claims with costs . The judgment was a significant defeat for Stanley Chirwa’s attempt to use the courts for selfish motives.

In his desperation he called for an emergency board meeting on 17th july,2026 and directed the head of internal audit Mr Joel Chigoneka to conduct an internal audit excise on the same bottling plant despite the court ruling which vindicated Blantyre water Board and again despite being informed that the very same internal audit had already conducted the same activity andthe report was aleady presented to him. Further to that, the malawi bearueu of standards also did asseament of the plant and again cleared Blantyre water board.

The board members who spoke on condition of anonymity have confided in us that Mr Stanley Chirwa has lost direction in managing the very sensitive Blantyre Water Board due to lack of operational,strategic,adminstrative and financial capabilities which in the end will affect the perfomance of the DPP government in the southern region.
The very same Board members are wondering as to why the internal audit section is being forced to conduct the very sam activity that the forensic auditors are supposed to do as per their terms of reference.
