Undule Asks ACB to Probe OPC’s Involvement in ESCOM Procurement

Human rights advocate Undule Mwakasungula has called on the Anti-Corruption Bureau (ACB) to intervene and investigate the alleged involvement of the Office of the President and Cabinet (OPC) in a procurement process at the Electricity Supply Corporation of Malawi (ESCOM).

Mwakasungula says the reported interference raises serious governance and accountability concerns, especially given that the procurement process had already reached the stage of identifying successful bidders.

It is alleged that the process was later halted following concerns raised about some of the companies involved, with OPC reportedly stepping in at a later stage.

In a statement, Mwakasungula said the development casts doubt on whether proper procedures were followed under the 2025 Public Procurement Act, which clearly outlines the roles of procuring entities and the Public Procurement and Disposal of Assets Authority (PPDA).

He argues that any deviation from those procedures risks undermining transparency and public trust in procurement systems.

Mwakasungula has since urged the ACB to establish whether OPC’s involvement was appropriate and consistent with the law.

He maintains that procurement processes should remain strictly within the mandate of designated institutions to avoid political or administrative interference.
